West Calhoun Neighborhood Council Board Meeting Minutes
October 9, 2012 – 5:00 p.m. Bakken Museum
In attendance: Rhea Sullivan and Matt Perry. Board Members: Aaron Shaffer, Meg Forney, John Abraham-Watne, Seth Doorn, David Rhees, Richard Logan. Kathy Cobb and Gary Knutson excused. Staff: Jennifer Swanson
Secretary’s Report: September meeting minutes were approved.
Treasurer’s Report: Seth Doorn- $9,536 balance in NCEC account. Budget in 2012-13 CPP plan looks good. Seth is moving out of West Calhoun and is resigning from the board effective at the end of the November meeting. At the next meeting, the board will have to select a new treasurer. The board thanked Seth for his service to the WCNC.
The Edge Business Association Update: The decals for the business association members have been ordered. With Kathy Cobb’s approval, the next meeting of The Edge business group will be on November 12 at 4 p.m.
SW LRT Draft Environmental Impact Statement (DEIS) Concerns: Meg gave update of the many meetings scheduled for after the DEIS release (October 12, 2012).There is a 60 day response period. Meg requested volunteers to help review sections of the document to look for items that would impact the area. WC board members who will help in this effort are Meg, Kathy, Aaron and Richard.
Meg handed out the most recent document from the coalition group with the areas of concern for the DEIS. The next meeting of this group will be Saturday, October 20 @ Jones Harrison.
Jen will send copies of the letters sent to Hennepin County from board chairs Mari Tafte in 2008 and from Michael Wagner in 2009 to David.
The public meetings for the DEIS are:
4:30 p.m. (4 p.m. Open House) Tuesday, Nov. 13, Hennepin County Government Center, 300 S. Sixth St., Mpls
6 p.m. (5 p.m. Open House) Wednesday, Nov. 14, St. Louis Park City Hall, 5005 Minnetonka Blvd., St. Louis Park.
6 p.m. (5 p.m. Open House) Thursday, Nov. 29, Eden Prairie City Hall, 8080 Mitchell Road, Eden Prairie.
Walking Tour Traffic Study Plans: Agenda and map have been sent to group. There will be 4 groups: 2 will go east, 2 go west to tour and then come back for small groups. Meeting and tour are scheduled for Monday, October 22 from 4-7 p.m.
Parking Study Status: Paul Mogush of CPED is the contact for the station area planning. There may be a parking study as part of the planning process. The County just started a contract with consultant for transitional station area action plans. Any research they do won’t be completed before end of year. Jen will find out names of consultants and feasibility/cost for parking study of 1/2 mile radius of station.
Review of North Calhoun Charette Process: Board members Meg Forney, Richard Logan and David Rhees planned to attend the Charette meetings.
2012 Community Participation Plan Board Vote: The 2012-13 CPP plan was approved with edits to contact information for staff, four board members are renters, Park & Recreation Board, The Minikahda Country Club and the addition of priority and outreach by WCNC regarding the DEIS.
Neighborhood Coordinator Position: Neighborhood Coordinator Jennifer Swanson has accepted a full time job with City Council Member Betsy Hodges effective October 22. Former West Calhoun neighborhood coordinator, Rhea Sullivan gave an overview of her background and neighborhood organizing experience. After discussion, the board made an offer to hire Rhea with same contract (through the end of 2013) and salary. The West Calhoun board is happy to have Rhea back!
- David suggested having a table at Bakken on Election Day with information about the WCNC.
- A Fall Newsletter will be mailed to residents in November with the WCNC DEIS comments and public meeting information.
- With Seth’s resignation, the WCNC needs a new representative for the Midtown Greenway Coalition. Board member Aaron Shaffer was nominated to serve as the West Calhoun representative.
